I spoke to our Attorney concerning your questions. The following laws should answer most of your questions.

Indiana Code 8-1.5-3-3 deals with the establishment and abolition of utility service board. Subsection [f] states that a petition and referendum are required to abolish such board. Was this Board actually set up as a Utility Service Board?

On your question about the payment of $10,000 to an attorney in Delaware, we will look into this in the next audit of the City.
